RULES AND REGULATIONS GOVERNING P & R FACILITIES
( In addition to All established Town Ordinances )
( Listing of Rules & Regulations will be listed in Local Newspaper Yearly )

  • No glassware of any kind is permitted.
  • Strict Enforcement of Town Ordinance pertaining to  Alcoholic Beverages
  • No sale of refreshments other then the sale from the  Park and Recreation Concession will be permitted unless the Park and  Recreation Director/Commission granted permission. All outside vendors are prohibited, unless permission has been approved.
  • No dogs, horses, or domesticated livestock is permitted in any recreational facility.
  • No golfing.
  • No hunting.
  • Vehicles are prohibited from all areas except the designated parking lot.
  • No model type aircraft can be flown during anytime of field usage.
    Loitering on any P & R property by persons (as defined by Town Ordinance) is prohibited.
  • The playing of loud car radios, stereos and/or outside speakers is prohibited.
  • Obey No Parking Signs.
  • Obey posted speed limits (5 m.p.h.).
  • Observe rules & regulations posted in all specific areas of P & R (recreational) facilities. (Signs will be posted at each
    facility & listed in local newspaper yearly)

Refund Policy

  1. Complexes: 8 a.m. to 11 p.m., Monday – Sunday
  2. Town Beach: 9 a.m. to 8 p.m., Monday – Sunday
  3. Tennis Courts & Basketball Court: closed by 10:00 p.m.
  4. Lupone Field: no inning may start after 10:45 p.m.
  5. Indian River: 8 a.m. to 11 p.m

 

 Indian River Recreation Complex

~ RULES AND REGULATIONS ~

The following are Rules and Regulations set by the Park and Recreation Commission in order to maintain the orderly and safe use of our Complex:

  1. Alcohol and Drugs are prohibited. Use of Tobacco products is discouraged.
  2. Speed limit within the Complex is 5 m.p.h.
  3. Obey No Parking Signs.
  4. Vehicles are prohibited from all areas except the designated parking lot.
  5. No glassware of any kind is permitted.
  6. All outside vendors are prohibited unless permission has been approved by P & R Director.
  7. No dogs, horses, or domesticated livestock is permitted in any recreational facility.
  8. No Golfing, No Hunting.
  9. No model type aircraft can be flown during anytime of field usage.

  11.  No graffiti or destroying or defacement of any property or facilities within the Complex.
  12. The playing of loud car radios, stereos and/or outside speakers is prohibited.
  13.  Opening and Closing: Complex 8 a.m. to 11 p.m., Monday – Sunday, Basketball Court &  no inning my start after 10:45 p.m .
  14.  P & R reserves the right to close the Complex or any facility within the Complex at any time.
  15.  No Skate Boarding except in designated area.
  16.  No Bike Riding on playing fields and grass areas.
  17. Use Trash Receptacles and keep facility safe and clean.

Any person who violates any provision of these rules and regulations shall be subject to fines, per established Town Ordinance.

Peter Complex

ETHEL PETERS COMPLEX  RULES AND REGULATIONS

 Skate Park Facility

RULES AND REGULATIONS

This is a USE AT YOUR OWN RISK FACILITY, designed for skateboarding, inline skating and BMX bikes only. Skating/Biking can cause serious physical injury or death if users do not wear helmets and other safety gear or do not use this facility safely and appropriately. It is recommended that persons using the Skate Park wear helmet, elbow pads, and kneepads.

  • Motorized equipment prohibited.
  • No unauthorized or personally owned pieces of equipment, such as ramps or other devices are allowed in the Skate Park Facility.
  • Recommended that children of the ages 10 and under be accompanied and/or supervised by an adult.
  • Tobacco, alcohol and drugs are prohibited. No profanity.
  • No graffiti or destroying or defacement of property or facility/equipment.
  • No food or beverages or glass bottles/items within the facility.
  • Use trash receptacles and keep facility safe and clean.
  • Hours of Operation: Skate Park Facility closes at 10 p.m.

If the gate is locked, no entry or trespassing.

P & R reserves the right to close this facility at any time.

  • The Rules and Regulations governing the Peters Complex apply at all times.


Dog Ordinance 

NO
DOGS ALLOWED

Per TOWN ORDINANCE DOGS ROAMING ON PRIVATE OR TOWN OWNED PROPERTY

Section 2: Dogs on Public Property In no event shall any dog be allowed, either leashed or unleashed, on any beaches, parks, Athletic fields an/or playgrounds owned or maintained bythe Town of Clinton or any agency thereof, except in designated areas (See Section 5e).

Dogs shall be allowed in designated areas on public property other than beaches, parks, athletic fields and/or playgrounds only if such dog is properly on a leash of no more than ten (10) feet in length, held by the owner or keeper of such dog.

Section 3a. Exception for Dogs Assisting the Handicapped A dog which accompanies a handicapped person as an assistant or guide dog, and is properly leashed or on proper restraint, shall be allowed on any public property pursuant to Connecticut General Statutes Section 46a-64.

Penalty: Any person who violates this Ordinance shall be subject to a fine of $50.00 (fifty dollars) and a fine of $75.00 (seventy five) dollars for each subsequent violation.

For the Health, Safety and General Well-being of everyone who either uses or visits our Athletic Facilities, Dogs are NOT Allowed at the Peters Complex, Indian River Complex, on the Town Beach or on the Eliot L.L. Field.

Inclement Weather Policy

For ALL Athletic  Fields, the policy will be; NO games or practices will be allowed if there is precipitation in the air two  hours prior to the start of a specific activity. In the  event of questionable use, the decision not to host the  event can be over ridden by a vote of at least two  Commissioners after an on site inspection of the field.

If the field condition  is deemed to be questionable due to preceding weather the two Commissioner approval rule is to be enacted.

In absentia of the Director, the Chairman or Vice Chairman have the right to close any and all fields. Scholastic Games Only: Within the two hour window, if it starts to rain,  DPW will advise the Site Director or the Athletic Director  as to the condition of the field and determine if it is playable or not. If neither of them can be reached, DPW will contact Bob Potter, P & R Director.
